It's been established that the lead is not supposed to tell any contestant that they love them before FRC, so can you imagine how confident JoJo must have felt. How could she have guessed that he would say that to two girls?? Welp, TOG had the pleasure of being told ILY as well, so yes IA I can imagine how confident that person would feel.

Unfortunately I think Ben was drunk on the power of being the Bachelor at this point and having 3 beautiful women telling him they loved him and wanted to be his wife.  Add the booze and sexy time in the FS and it was a recipe for disaster.  IMO Ben forgot to think about how the women would feel with the ILY encouragement particularly because of Ben's belief system.  If it is true he keeps telling the F2 that he really truly loves her as he sends her home....that is not helpful....it is selfish.  
Fortunately everyone seems fine now but I cannot imagine that these next few episodes will be enjoyable to relive for any of them.  Even with the proposal the joy will be tempered by the extreme sorrow of Ben and the F2 upon her elimination when viewing the episode.  The final women all seem to be very caring toward one another so I imagine the F1 will have conflicting emotions for a myriad of reasons..

I think Ben was emotional and really FELT love for both of them. He felt like expressing it, couldn't keep it for himself... Well, not a good idea. Too bad they are very young girls, when you live long enough you know that ILY not always means much. Sometimes it's just the way person feels at the moment. Just a feeling, an emotion. Not any kind of commitment at all. And young people like Ben value feelings too much, they don't know that it doesn't always really mean much, sometimes you just need to wait and see what happens next. But some people want to be loved so much, that it means a world for them. Not on this show though, when by the end you are just mostly emotions and feelings, that's what they all are trying to get from you for the show. I don't even know how much they can think straight at all, bachelors at the end of this difficult experiment... It's tough to be young and be in love on TV show...wow, wouldn't ever want it for myself!
