Sorry to bang on, but is this definitely Victoria?  Were there any other long dark haired girls left at the Costa Rica stage?  Also I had a quick look at VF's thread and IMO her boobs look fake - this girl's seem to hang more naturally.

This is Victoria 100%. You can tell by her facial features.  The other option would be Sydney or Kelley. Here is the list of girls that make it to Costa Rica: Hannah Sluss, Kelley Flanagan, Kelsey Weier, Lexi Buchanan, Madison Prewett, Mykenna Dorn, Natasha Parker, Shiann Lewis, Sydney Hightower, Tammy Ly, Victoria Fuller, Victoria Paul

EDIT: Shiann, Lexi, and I don't know who else, get eliminated in Costa Rica

Yeah the colour is messed up IMO - their skin looks far too red.  I wonder if they jacked up the saturation in post-production to make the water look more blue?  For reference here is Ali & Todd (Bette AU season 4).  This is what AU freshwater falls usually look like.

Also the posing seems indifferent - I'd expect to see more intimacy at F3 stage.  Anyway I'll shut up about it (...for now).

So definitely 0 chance that Victoria F had 3 1-on-1s in a row. Her first 1-on-1 was at a theme park followed by a concert and her second 1-on-1 was horseback riding so I can't see how a waterfall would fit into either. Unless the horseback riding date wasn't her - the video we got was blurry and her face was partially obscured but it was definitely a girl with dark hair wearing boots that someone matched to a pair Victoria F was wearing in an IG photo. The only other girl remaining it could've been is Tammy, so it's possible she borrowed Victoria's boots or has a similar pair of her own. Even then, there's no way she got a second 1-on-1 in Costa Rica when no one has ever gotten one in episode 5 - those always happen in episode 7, occasionally episode 6. It's definitely Victoria F at that waterfall so I'm not sure when else it could've been other than her FSD.

So looking at the above and these SCs, if Sydney in the helicopter is in Costa Rica, maybe Hannah gets the other episode 5 SD?  The landscape outside the window (low hills, thick vegetation) seems to match the backdrop in the swimming pic.  Would that fit?
