I'm thinking he finds these girls on instagram. It looks like he comes across girls he likes on there and tries to contact them after. He was following the last girl he dated (publicly at least) for about 2 months before they seemed to have met and gone public with their relationship. I clearly remember Josh liking a few of Hannah's pictures about 2-3 months ago. I'm 100% sure he liked her pictures so I'm speculating that's where it began.
