That's the million dollar question and we're still trying to determine that from SC. RS says that it is Josh and they toured a castleBUT there is no SC evidence to corroborate this.

IIRC the only  sc of dates in Brussels is Marcus and the guys at the monastery which I can't locate at the moment.

Who else had a 1 one 1 in Brussels? Andi has said in an interview her favorite date was in Brussels.

Perhaps its similar to Copenhagen  :hidingchair  ?

I agree and that's so confusing in terms of what it means for us. Last season I was convinced that Clare was F1 because at this point of the show we had very little corroboration with screen caps that Andi even made it to St Lucia. We only caught it because of a PI. We only had evidence of Nikki having one date in St Lucia. So all signs were pointing to Clare because of lack of evidence for the other girls. In hindsight, the lack of screen caps hid the spoiler. But then we have Des's season where the lack of screen caps actually hid the truth. If we only knew which direction the lack of screen caps this season is pointing...

IMO the fact that we have a SC blackout after HTDs should speak volumes.

And, yes, but it speaks to which volumes? Honestly, I'm not sure where this season is going....and ultimately, isn't that what TPTB want? Keep us believing in any of the possibilities so we keep tuning in to see what happens...
