I don't think we actually know. At first it was she leaves but then I believe Love said that he eliminates her before the rose ceremony.

I think the letter is from Catherine expressing her true feelings for him. Chris said, "she wanted you to read it first" I think that is what he said.

Why tell her he's crazy about her - clearly in the Carribbean - and then not give her a rose? It kinda looks like Tierra opts out to me.

When does Tierra's meltdown happen in relation to her date? Maybe she wants to opt out but Sean doesn't put up any fight because he was going to eliminate her anyway.

This is what I think happens. She pulls another insecure drama queen thing on him and this time he lets her leave instead of falling for it again.
