I think they were getting phones back today (via Ashlee's twitter). Probably he's trying to figure out what to tweet out first.... and once he does, he knows his twitter will blow up- which it basically did everytime he tweeted BEFORE he was announced as bachelor. He probably wants to communicated with people close to him before he sends out something public.

Emily's season an instagram of Jef on a boat came out in that period between when Sean and Arie got home and Em and Jef got home (at least I THINK) that was the timing- and it was the tip that Jef was F1. They probably didn't want that repeated so kept all the phone until everyone was home (Wed.)- then if they shipped them, even FedEx they'd get them Friday (today). And seeing the new activity for Sean following Andrew, I guess he has his now. I would guess they kept them all in CA- and since they didn't stop off in LA on the way home, they'd have to wait.
