I don't think so because it is always better to have two people in love with the lead at the finally than just one.
Better for drama I mean. Also at some point it just obvious when one is not into the lead so it will be hard for them to meet the lead's family and ask for hands or all that jazz if the person is not into it. Unless he is the best actor ever, it will show for all of us.

Brooks wasn't into Des and h meet the parents etc.
I do think production helps fill in the F4 especially if the lead is set in their F1. Likes last year I really think the only reason Corrine was F4 was so we could met her Nanny. All imo

Sorry I should've added that I was talking about F2s since we were talking about Peter being in F2 looking like he is not that into her still.
Brooks was not in F2 and he eliminated himself.
I don't remember him meeting Des' parents.
Anyway my point is if they are not into the lead, it is not for a good tv so I don't see the prod choosing the F2.
Up to that point, maybe...
