I make a screencap of a picture and then rezise it to about 150 x 200.

I use a photoshop program which allows me to resize a photo, add coloring to it, add other types of effects to it, and crop things out of a picture. Some programs online are free for a limited amount of time, but most programs need to be bought. The program I am using came with my laptop, so I will always have it. Look online for different photo editing programs that you can maybe download. Or you can resize photos to an avatar size on programs that may already be on your computer such as Paint or Microsoft Office Picture manager.
