I almost think it's worse because we can already tell she's just going through the motions with Chase. She already knew she wasn't gonna pick him so inviting him to the FS to then dump him there just feels like pouring salt in the wound.

ashley H let constsntine go during the day of his FD, soules was let go prior to the actual FS but I cannot remember if it was at dinner or not.

I think it's salt in the wound either way for the person who gets let go at F3. If she lets him go before they spend the night together, it could seem like it's because she didn't want to spend the night with him and potentially get physical. If she lets him go at the normal time at the RC, it could seem like it's because he was the least fun in the suite. It's a no win situation for either of them.

Regardless, as others have said, I don't think this was JoJo's decision. They got what they wanted and needed. Both Luke and Chase are going to have great exit stories. IMO

This is a new low from TPTB.
I figured JoJo did not want Chase to advance. I am not a rocket scientist. I figured the majority of viewing audience is aware at this point, that JoJo does not want to choose Chase. 
So there is no reason to even offer the FS card. Which brings up the question: "What was the hill JoJo wanted to die on? What bigger bargaining chip did JoJo feel she had to hold out for that she needed to concede to this point--dragging Chase to the FS to throw him out like old bath water. 
Chase should have tried to pick up the housekeeping woman on the way out and make a night of it anyway.

I have a hard time believing JoJo simply changed her mind. All we heard is Chase doesn't open up, Chase is reserved now she understands why Chase is the way he is. She knew without a doubt, Chase didn't stand a chance of being the F1. If she would have taken him to the FS and they spent all evening talking, there wouldn't be an drama, unless she talked about Jordan all night.   (they really should hire us)

I know she had no intentions of choosing Chase, so why not let him go during dinner. Because IMO they need a back up heartbroken F3 IMHO.

IA Ash. F3 is tough. A put up or shut up moment. Whether or not there's actual sex, the intimacy of spending a night alone with someone is a big deal. And it goes both ways, some Bach/ettes let F3s go (Andi/Chris) and some F3s choose to leave on their own (Ali/Frank).

Actually, I think Constantine (I thought of him but couldn't remember his name! thanks!!) asked to leave.

^^ I'm pretty sure Constantine was a totally mutual decision. He was such a non factor.

Maybe JoJo had to bring him to the suite because TPTB stuck up a deal with whatever resort they are being comped at and they needed hotel suite room footage for the show.

I agree with others, it sets up both Luke and Chase for powerful exits and auditions for the Bach gig. TPTB were playing both sides just in case. Smart. I'm still hoping my underdog Chase gets the gig over Luke the yawn fest. I hope Chase rocks his audition out of the park!

I think that the bottom line is that Jojo knew all along that she was going to let Chase go at F3; so, imo there was no reason to offer him the Fantasy Suite card ETA: and then turn him away once they got to the Suite.
