Check the preview...just before the kiss Ben is staring behind Jojo, and the camera... TPTB signals?

I do believe Jojo is the one going in for the kiss. Would TPTB also tell the girls to kiss or is this a thing they would only tell the bachelor? I mean the girls (also the one he is kissing) should all believe he is interested in them or?

Hmmmm, not his happiest in most of these photos.

JoJo was the one that went in for the kiss, so I highly doubt it had anything to do with TPTB. Ben had been looking at TPTB ever since the table started flipping and things started to fly. You can also see that it was drizzling. So it was a very chaotic situation.
