The tweet time is according to the time zone you live in.  

If Josh is on the East Coast he tweeted at 5:34 PM  

If he's on the West Coast he tweeted at 2:34 PM  

I live in Mountain Time so it says 3:34 PM

On my Twitter since I'm on EST it's showing 5:34 pm. I believe someone explained that it shows up according to what your account is set to and not where they are at. Correct me if I'm wrong.

Ahh I haven't checked but if it's the person looking and not the initial tweeter then it makes sense why it would appear to be different. Okay okay he might be a stealthy tweeter afterall
