This show makes less and less sense the more I hear about it.

Does anybody have a good handle on how this show is supposed to work? What do people compete for? How are people getting booted off? Seems like an odd show to me.  

Nope.

I think its because RS has not really got the goods so he says the producers don't know what they are doing. There is no way they can produce a show that they have no clue about. More likely that it is RS who doesn't know and have given out the bits and pieces that he has been told about only - which is not everything.

This show is possibly a bit like love in the wild where they have competitions to determine who gets bragging rights to pick their partners for dates and then proceed to eliminate a few each RC.
Possibly whomever they pick will be their partner for the next competition and so on.
This format worked on litw because the cast bonded or fell apart during the activity and then got to keep that partner during the next round or choose someone else, depending on if they won or lost the competition.
Perhaps it is like that.

Though why people are popping in and out is a mystery to me.

^^ I don't know about RS, but I know for a fact, that when the contestants were flown to Mexico they had no real understanding of what this format entailed. They were given some pointers what this is supposed to be about and that's it.
It is a mess. Lot of people did not like the uncertainty of the show and jumped ship(the cast list looks lackluster for a reason) There were people who'd have been down for BP4, but not BIP.(and as of February, BIP's pre-production and casting still run under the name BP4)
Each contestant gets payed. (How much, depends on their personal Q-ratings) and there is a prize of some sort to be "won" at the end (Yeah, yeah.... I know that the show does not mention it, but trust me, there is.)
Each episode is roughly 3 days of footage. I am fairly certain that here are 2 dates every episode. (2 people of the same gender get "date cards", they then chose one person of the opposite gender to accompany them on the date. One new contestant moves in every episode(not on the 1st one though). The contestant who moves in is of the gender who is up for elimination(ie. the opposite gender of the one that gives out the roses at the RC. Some twists included couples getting eliminated together. (I don't know whether this has already happened.) and 2 people moving in at the same time. (this has already happened)
Don't quote me on this just yet, but I believe Chris B. is the first one to move, right after the first RC(I guess that will be shown in the first episode) he is followed by Michelle Money.

Just saw on facebook where they officially announced Marquel being on BIP.

^^ Last week. I believe he was the first guy who got eliminated. Therefore, he should only be featured in the first 2 episodes. I don't think that the "love triangle" that RS was talking about really was one.... I believe XX gave his rose at the first RC to Elise and once Chris B. came along/right after the 1st RC/ she "dumped" XX for Chris B.......
I guess he just wasn't feeling any of the girls and they weren't really feeling him(or at least not as their first choice)

Wowza!  I am happy to hear both bits of information you could share. Was not crazy about any of the first group of "ladies" there.  Maybe we will see Marquel after all.  That would be a fun season.
