It may be more that they aren't really interacting with fans and are just chilling in a nice covered cabana so they don't die in the heat. I'm just patiently waiting for them to post a picture or two on IG and for the professional photos.

Isn't he supposed to interact with the masses to some degree? Encourage them to take advantage of the bottle service etc etc

Probably somewhat. I'm sure he's available for fans to take pictures, some just aren't taking advantage of it clearly.
