I can't for the life of me see the bachelorette ending with a flip flop "I was in love with X but now I'm actually in love with Y!" If the lead claims to be in love then they will run with it. How they get the viewers to stay tuned is by creating drama. Since brooks hasn't reciprocated with "I love you" yet tptb will make it look like anything is possible all the way to the ending. 

And the note she reads to brooks is happening AFTER she's had three previous dates. So even after her dates with Chris and Drew she is still crazy in love with him, enough to compose such a telling letter.
