Seems like their FD night portion.
Can we assume then that only Peter was in that hotel?

Is there a rose ceremony at F3? If so, maybe it is held at the hotel that Peter/Eric were staying at and that scene on the couch with Peter is during the meet & greet portion?

Yes, but there's normally not a cocktail party.  The guys are brought it, it's normally less formal clothing wise, and lined up.  Rachel will come in say something about how feelings have intensified, and how hard the decision was, and IMO add her own spin to the normal speech and then give out roses.

They usually have to pull someone out of the lineup if they want to have an extra chat. Just like last night, they will arrive and be put in the lineup right away.

Maybe he asked to speak with her like Luke did before getting the ax in the airport hanger, with his awful, IMO, audition for next lead.

Or maybe it's not from the RC at all.  Maybe new previews throughout the week will give us a hint of her RC dress and a better idea of how that scene plays out.

But if it is an hotel for all three, then why Bryan is at another hotel?
And why would Peter have a room.at that hotel?
That would mean they got separated for LCD only?
If so, that would mean Peter stayed in the same hotel for LCD?

The guys are separated and only see each other at RC's from the RC picking the F4 on.  They no longer room together.  They are kept apart and have their handler with them at all times between dates.  

It is not at all unusual for the guys to be at separate hotels.  And it used to be a huge indicator sleuthing wise because normally the most expensive hotel/room would go to the F1.  Between that the the flower petals on the bed, etc. during FDs, and the sleuthing of the FRC site - sun angles, shadows and candle heights, this was normally the time of the season when the F1-3 spots were confirmed for good, no matter how much doubt there was, IMO.

Since that scene seems to be at Peter's hotel and since they are usually separated, I can't imagine the scene being at a rose ceremony.

But if it's FD that would mean he either stayed there the whole time until FRC or the crying on the floor scene qould be next episode.

If anything I'm guessing that rain scene won't be shown until the final episode and was added for dramatic effect. To me, it's when she let Peter go and only Bryan will be at the FRC

There is a reason we have not seen any caps of two limos  at the FRC

IA? I don't think we will see two guys at the FRC.

IMO what would be the point ? Peter is not going to profess his love to her, there is no way. So imo she let him go when he was on the floor.

More sleuthing needed !

During an interview, Rachel explicitly revealed that both men were at the FRC with rings and were ready to propose to her. If she lets anyone go before a rose ceremony it will be Eric @F3.
