Example

Followers - 400

He's following - 1000

If account is set to private, only those 400 people will be able to see who he is following.

The 1000 that he is following may be private or public. If any of those accounts are private, they accepted his request to follow them.

Only the 400 followers, (because he accepted their follow), can see his account. The number of followers 400 is the actual number of followers he accepted whether they are private or not. Someone can CMIIW.

Right, someone changing their profile from public to private would not change his followers or following counts. As long as he still follow them or they follow him that wouldn't matter or affect numbers.  The number changes are due to deactivating, reactivating, unfollows, IG clean ups, etc.

For reference, Jordan shifted from losing five followers to gaining those five followers back all throughout filming and he turned out to be the F1. People deactivate and re-activate their accounts all the time.
