It is a faceswap filter, basically two people put their faces in the right spot and snapchat does the rest.
Usually two-person picture, in this case one person, one doll.

There's something called face swap where two people, a person and an animal, a person and an object, etc. can swap faces. It's just a silly thing that people send through snap chat to just mess around.

For all we know, JoJo and Jordan are staying in a family's house with a bunch of toys and they're just messing around since we know from other couples that there's not much they can do while on a safe house visit.

Well, if he's using a doll as the second face for the face swap filter...he's probably not around any other people. I would think if he was, he obviously couldn't be seen with them. Who knows.

Thought  of it when I saw paint.

He is a handy man. Maybe he was visiting friends with a small child who wins that doll so he was kidding around with it. Or the owners or the SH left it there.

While seeing that filter used was a shock, he's just kidding around. NBD. It's not like he did something horrible.

I think it is supposed to look like dirt on his hand and he just pulled the baby out of the "garden". Remember "Invasion of the Body Snatchers"? So the mini me baby is Jordan reborn (face swap) but it is not really Jordan but an alien from outer space (like in the movie).

Newborn Jordan is stuck inside the house and is hungry, so this is a shout out to the handler to bring food. Probably meant to be a private snap. Creepy cute and conclusive of nothing.
