Yes, it has been changed, which means he has access to a phone.

I'd be shocked if he had his phone. I'm thinking maybe since he has a country music "career" that perhaps he has someone managing his SM accounts or in the day or two after his 1-on-1 JoJo took away his rose and sent him home.

IMO yes he was - or at least he was touching her neck with his right hand. I think that was all supposed to look romantic or sensual but to me it looked forced on JoJo's part - like "make it look romantic" and that was her interpretation of what "romantic" would look like.
