Has it been figured out where the RC after HTDs takes place? I'm trying to figure out if this particular meltdown could be associated with Marcus' departure at F4.

Noobs, I think MOT identified this cap as taking place in a Venice (?) hotel...so it would be before HTD.

I initially thought that it was his elimination at F3 (as per the spoilers) but he seems to be wearing the same suit as the meltdown group. But we do have a hTD SC so he is just upset about what the guys are on about.

I thought it looked like an elimination scene too (ie. at F3), but the scs suggest either his elimination is earlier or he is shaking his head for some other reason (probably, as you say, the other stuff going on).  What's interesting is that if we didn't have the spoilers we might be inclined to assume Chris was eliminated in Marseille.

Yes because we don't have him in SCs after that. BUT we do have the HTD SC so that proves he got a HTD.
