If they would have had it next to water it would have been too easy for Paps to get a shot. They had it half a mile up for Ben's final episode and Paps managed to get shots of the Final Rose Ceremony on that episode, solidifying the early spoils about who got the final rose and who he proposed to in that one.

They had to have lots of buildings around blocking views of any and all camera angles.
